python: dbm module + version 3.6.4 (#7520)

A build of python@3.X had the following in the logs:
```
The necessary bits to build these optional modules were not found:
_dbm                  _gdbm                 _tkinter
```
As Tkinter is already a variant, we adopt the same strategy for dbm.
