Add new package for PaGMO/PyGMO (#3210)

* Add new package for PaGMO/PyGMO

* Rename py-pygmo to pagmo

* Fix concretization bug

* Correct Python detection, use correct flags

* Install PyGMO to the pagmo prefix, not the Python prefix
