petsc fix hdf5 (#15572)

* petsc: add checksum for 3.12.4

* petsc: constrain hdf5 to <= 1.10.x

Current petsc will error when being build with hdf5 1.12, so this ensures that
a compatible hdf5 will be used. Fix suggested by @balay.
