Update SST packages to 13.1.0 (#41220)

* Update SST packages to 13.1.0

* Allow mismatch between sst-core dependency and current macro version

* SST does not work with Python 3.12 yet

* Sanity check install binaries for sst-core

* Elements compiles with OTF2 but not OTF

* Version bounds in specs are inclusive

* Remove not-strictly-necessary file check
