HDF5 static (#34577)

* Add HDF5 static support for netcdf-c
* Update var/spack/repos/builtin/packages/hdf5/package.py
   Apply pkgconfig fix for all libraries, not just lz

   Fix pkg config templates
* remove subprocess+2 lines
