intel-xed: new package (#7106)

* intel-xed: new package

The Intel X86 Encoder Decoder library for encoding and decoding
x86 machine instructions.

* intel-xed: style fixes for flake8.

* intel-xed: better style fix

* intel-xed: update to version 2018.02.14, add PYTHONPATH for
building with python 3, cleanup the opt flag.
