ExaGO 1.5.1 release (#35595)

Browse source 
* Update exago w/ 1.5.1 and small updates to hiop.
* Fix styling.
* Add RAJA back to ExaGO package.
* Update RAJA requirement for ExaGO and HiOp.
* Update last RAJA requirement in HiOp.
